Yea, usually what I do is beeline for Lib, and when I have 1 turn left of research for it, I switch to research other cheaper techs, checking to see if other people can research liberalism, or spy points to see what they are researching... So I can try to get the most expensive tech for free...

When I'm at war, I tend to throw a few spies in there to see defenses ahead of time and to destroy city walls/castle before bombarding a city. Cuts a lot of time for the catapults/siege weapons, and speeds up the war.
that also works well with the discover tech & build cottages & courthouses immediately technique, since you get the early spy bonus on those awesome buildings, not to mention, possible confucianism
