At the same time, I would be hard pressed to come up with an example of a game of comparable complexity with better AI. (Maybe GalCiv 2? Not sure, didn't play it enough.)
You can imagine my surprise when I was able to preorder the game (from Germany) using the "schoolsucks" coupon for 39.95 USD (and no sales tax! Yay!) :D
Did you mean to say "city state"? Or am I confused about the differentiation between puppets and city states? (I was thinking puppet = vassal in civ4 terms.)
Of course, but making them your friends seems more beneficial in general:
1 civ = 1 vote
1 civ + 1 conquered city state (assuming that it ceases to exist) = 1 vote
1 civ + 1 allied city state = 2 votes (!)
