I'm fairly certain that Russia's overall commerce rate is hampered in the code, as seen by its low financial stars rating. Much of the guide I wrote for playing Russia was concerned with overcoming this disadvantage.
Forgive my ignorance, but what are the advantages of using the method outlined here with Visual C++ 2005 over the method outlined by Kael's post with Codeblocks for Civ4?
