I have no idea. I've been wondering the same, especially with the loyalty mechanic and governors. I would love a dynamic vassal system, which is really how a number of the empires represented in this game actually functioned.

Oh one thing I remember was that in Civ 5 if you went into a Joint War you could say 'I'll be ready in 5/10 turns". In civ 6 the joint war is declared immediately.
