    *Technically* that's not quite right. Growth doesn't stop until around -4 or -5 housing. Amenities can also go into the negative before growth completely stops. Food will stop growth as soon as there's no surplus. So early game, you can spam food enough to keep a young city growing before...

    Except the tiles are too valuable as they are. Normally, yeah, I'd totally agree. But I'd rather have both the wheat and the stone, especially early on.

    I'm seeing great production, good housing and food, low amenities, gold from tiles, and science. Aqueduct seems good, but I think you'd have to sacrifice either a stone resource or the grain in order to have it next to a river and the city. I think I'd rather build more farms for housing...
