The reasons fewer, larger expansions didn't create problems for multiplayer Civ were: The pool of players for each expansion was sufficiently large, each player who purchased an expansion had access to ALL content in that expansion, and it was possible to balance each expansion individually...

Yeah, I read about Babylon only being included with the digital collector's edition. The more I learn about Civ 5, the more willing I am to wait until the game is priced at $20 or less.
