When my worker is on a hill the build cottage button is not even there, and I've never seen an AI build a cottage on a hill. Do you have any of the mods loaded that come with civ4? Maybe one of them allows cottages on hills, but afaik you can't build them on hills in Civ4 vanilla.

I've learned more about the game controlling my workers than anything else. Like where to put cottage, if you need to irrigate some tiles, leave at least one fresh water tile without a cottage so you can string farms together and get them in the back of your land. This is especially true with...

Since the build was partially done we get money credit when it can't be built anymore doesn't matter if another civ built it or another one of our cities.
