It seems that it doesn't act like a second capital at all. I had cities on the opposite side of the map and put up the FP and it didn't do anything. It reduced corruption like it was another courthouse. My city (with the FP) was generating 7 shields and 6 were wasted leaving only 1 for...

Another thing to point out here is that you don't have to pay for them either like you use to. Captured arty. cost nothing.

I doubled checked that now and it seems that victory point locations got set by a scenario that I installed. BUT I am not quite sure if I installed that scenario before or after I starting having the problem, but I know that it started after I installed the new patch. Only one way to find out...

I did load it after you made the changes. And just for your information, I am running on 56K and redownloading a 14mb file to get a 10k file is not a very good solution. I am sure that I am not the only one with that problem.
