I'm confused - according to the Civ'pedia there are no requirements for government plaza buildings but when I construct the plaza there are no building available to construct.
What am I missing?

The biggest point I was making was the against the approach of taking full Tradition + full Liberty in a tall science game - are you saying you would do this in a T210 win?

CS helped somewhat but you're are missing the point. I can replicate this in almost any setup, especially if you play on a bigger map with more AI and more space. Korea just makes it even better with their bonuses
