    I'm pretty sure barbs never spawn more than one unit per turn, but on deity they get one unit per turn for quite a while if the scout spots you and return. With the clans mode on you can bribe them to not attack you, if you want to avoid blocking the scouts and clearing camps early.

    I don't think I'd ever remove districts if it was allowed. All that waste of production can't be anywhere close to optimal. It sounds like a poor idea.

    Coincidentally, this makes Korea the best neighbour to have in the game. You always get good cities, compared to crap +1 holy sites from Indonesia or Poland or 100 encampments from Shaka. Just don't wait until they've got the Hwacha.
