I have a question. Does Encyclopedia project provide +n% :science: to all cities in the world or only to cities of the player that built the project?

I had a similar problem in the same version, a bit different. A distant civ discovered a tech with a religion but my capital was choosen as the Holy city. :lol: Seems it's a bug. ;)
