    I suspect it is a bit of a concession for Mali - since they are more likely to have access to iron rather than horses. Since they are going to have UU's require resources, they may be trying to stretch it to still be a bit easier, based on start bias.

    I *usually* build an aquaduct if I was unable to settle with fresh water. If possible, I prefer fresh water because it is a slog to get the aquaduct produced. But then I also like to grow my cities as large as possible.
