I have downloaded a BTS module that adds a couple of new civs to the game, how can I make it so those civs are in the base game and I dont have to load the mod every time I want to play it? (the main reason I want to do this is that I want to play these civs in the Next War Mod.)...

I have just added a civic to my BTS game and I was wondering if it is possible for me to release it as a mod? If so, how would I do this? I dont have to load a mod to get the civic to work, its already there when I load the game.
Thanks It worked (and was alot simpler than I thought it would be). It's not perfect, but it'll do for me :) . If I ever release this as a mod ill probably have to balance the civic out a bit, its a bit over powered compared to the others.

Well... I dont even know where the civic xml folder/file is. My Civ4 modding experience is basically zero, but I guess Civics seem like an easy place to start (no 3d models or textures, just a bit of code and a low res picture).
EDIT: I managed to get a Civic somewhat functioning... But how do...
Im just wondering, does anyone know if theres a guide that shows you how to add your own civics to the game? Because then I could just add "International Isolation" and "Information Censorship" civics to my game :)

I could probably expand south a bit, but it looks like I'll run into Germany (I just saw one of there scouts come from that area)
I think I will start a new game with a similar set-up. At least I know my mistake and wont do it this time, it's hilariously realistic, but the game is just unplayable (ill just click 'no' on resolutions instead of 'defy'). I post an update later :)

I wish I knew that before I defied all those resolution. The main resolutions I was defying was the Nuclear Proliferation Treaty and world wide universal suffrage and universal free religion. Is there any way to recover this?
Is the "world considers you a villain" thing built into the mod or I is something Ive done. Ive never had anything like this before.
Ive figured out what I did... I defied LOADS of UN resolutions...
