    What to build first in newly captured cities?

    Usually a theater. I work on culture first so that whenever the war ends, I'm able to give the city its space. Then Granary and stuff to help it grow in pop. Finally stuff for production (unless the city is good in hammers, then Forge ASAP).

    I was just joking. Tokugawa is just a notable jerk in the game. He's so protection-oriented that he rarely opens borders before "pleased" relations. He always lags behind in my games because of his isolationist tendencies and refusal to trade with anyone. He's like the reverse Gandhi.

    Um, the UN comes so late and only every so often. Usually, in my games, by the time the UN comes, even if it does bother you every 6 turns or so, those turns are very long and involved, so I don't get annoyed at it. I mostly hate the UN for ruining my State Property.
