    I am getting a message like that. It's not between turns, though. It's when I build the 557th city. I'm playing on a map that is 224 x 200.

    Thanks! I will experiment with a larger map. My current scenario map is 224 x 220 and has plenty of empty spaces with 512 (or even 556) cities, so it never occurred to me that I might need a bigger map.
