Did you ever get your scientist problem figured out? I am having a similar issue, but my slider stays at 0 but cities keep switching automatically to all scientist instead of my manually set taxmen.

I have won the game on victory points and just playing it out now, I have all techs researched and I have the science slider down to 0% but every turn 5-10 cities at random but some same cities a turn or two later keep switching my extra citizens from what I have to all scientists. I have all...
