Sorry but that's a cheap-ass SOTD. He coulda just edited the rules to make bombers able to move tile to tile like normal units, making the screen not very special at all. If that's not the case sorry for bustin' the SOTD but I think it is.

Son of a b_tch, I caused myself so much more trouble. I cleared all my custom rules, set it to default, then all civs were included, then modified the rules again, then went into scenario properties and allowed the new civs, then saved with a .bix extension. I'll know next time though. Thanks.

OK, I made a scenario that take a long time, and I noticed after I made it that it was done with the original Civ3 Editor and not the PTW one. I planned on playing with the Vikings and now I'm pissec 'cause they're not available. Is there a tool here that converts Civ3 scenarios to PTW?
