Does anyone know if unit promotions are factored into your civs power score? (i.e having more or higher upgraded units may dissuade an AI DoW, but what about better promoted units?)

I've played about three games now where Mansa Musa has just offered himself up to me as a vassal (i'm not at war with him and he's not at war with anyone else). Anyone else find that he has a strong tendancy to do this?

what exact techs do you need to enter into the industrial age? its a UHV requirement for aztecs-BTS-RFC, and i don't know if this mod is any different from vanilla civ4 or not.. either way, i don't know the required techs i researched scientific method in time, hoping that would do it.... no...

i'm playing a RFC game as the aztecs and one of the UHV conditions is to be in the industrial era by 1860. does any one know exactly what techs i will need to make this requirement?
