    Lots of interesting ideas here. The food bonus on the supermarket could be excessive if you go super wide and have the food corp. Maybe use a cap for max food.

    How exactly does the impressment ability on the ship work? At the moment you do the tribute, do you need to have the ship in the production queue? Will it get added to the queue by tributing? What happens if the ship's tech is not discovered yet and or the ship has gone obsolete? I guess...

    How exactly does the hard and fast promotion on the assyrian iron chariot work? Do you need more improved horses/iron than chartiots? Does import/export influence it? Does using those resources for other units matter?

    They are better than workers and can free them up, but doing that means you are not conquering and wasting most of Rome's potential. Even more so as the legion does not give much advantage in combat after it upgrades. So IMO legions should always fight, not build, to make optimal use of Rome's kit.
