No, in Civ IV that would be true, but in V, each resource has a limited quality. You mined a source of iron that had enough iron for 2 units, so you either need to connect more sources, or delete a unit to make more units that use iron

Not really, perhaps on lower difficulties (prince and lower), but above that the AI has such ridiculous bonuses that by medieval era at least one, if not all of them will have plenty of gold to buy stuff from you.
