Yeah its a glitch. You can also see what civs there are if a capital is captured. It will say something like: "Shaka is now in control of the most capitals (2)". Personally, I don't exploit this, although a lost capital always grabs my attention. Now if only it will grab the attention of...
You could try playing on smaller maps with more civs. That way 3 cities for each civ will fill the map up. Or just play with Shaka. His expansion rating is in double digits.
Did this in my first BNW game as the Shoshone. Not a single war was declared on me. Funnily enough it didn't prevent the rest of the world from killing each other.
