Do you still get the OCC achievement if you puppetize the enemy?

It's not listed ANYWHERE in the game that this is required. It needs to be listed on the Wonder itself and in the Civilopedia. Hope this helps someone from beelining to Globalization and not having a coastal city...

Nope, no red text on it and checked all my puppets. After reading your reply and doing that, I tried building it in all my cities. It was able to be built in my one and only coastal city, that has the crappiest production out of all of them. Wish I knew SOH can only be built on the coast...
