Well, he was beaten militarily and the EU didn't give in to his migrant blackmail (Greece actually blocked migrants coming in quite effectively, showing it's not "impossible" as we were told by Brussels and the previous Greek government). So I guess he didn't have a lot of cards to play.

My understanding is that packing the courts means changing the number of sitting judges so you can name the ones you like and effectively control the judiciary. FDR did it.
