Personally I'd much rather have no. 1. Having Stephen Hawking appear in the medieval age feels so anachronistic as to be meaningless - it doesn't undermines immersion so defeats the point of having civ-specific great people names in the first place.
There are numerous civilizations grouped under "Indian" which were much further apart, politically and culturally, than the Western Roman Empire and the Byzantine Empire (but I'm perfectly happy with Leoreth's reasons for having the Byzantines as a separate civ).

Yes it's a pity. However, if Rome was buffed to make the more ambitiously historical UHVs achievable then presumably AI-Rome would also be a little greater as well.

1) Control all Mediterranean tiles in 200 AD
2) Have a continuous cultural area stretching from Rome to at least one tile of Britain by 300 AD
3) Possess all classical techs by 400 AD
