Not sure I fully agree that Progress is "way OP." I actually think that they are fairly well balanced! Progress is my preferred pick, but I think authority can actually be the most OP if you play it right. Just because by nature an aggressive strategy is usually best.
Strongly support @pineappledan 's proposal here. I've wanted a Rome re-work for quite a while, as I've always felt the current Roman UA is boring and underpowered. It's an ever bigger plus if it helps optimize the code.
Is there any mod that changes AI trade logic? Is that even possible or is it locked behind DLL? Asking because when my group plays multiplayer games with AI civs the trade logic gets abused and there is no way to police it. In particular making loans to the AI and using compound interest over...
Thanks for the answers here, very helpful. Is it ever worthwhile to delay settling a city if you are close to unlocking pioneers or colonists? Obviously it is risky but the immediate infrastructure upon settling seems worth it.

I hear you on this, but I think most people in this particular thread are critical of the idea of making a tier list based around which civs can exploit a bug best. Doesn’t seem to be the most useful discussion of meta game.
It seems like getting a dark age late in the game could be potentially catastrophic (particularly given how many cities you would typically have late game). With a large percentage of cities rebelling, is there any chance that this could prove to be a sort of rubber banding mechanic?
