      I saw your comment regarding the tenet "Covert Action" in MadDjinn's India thread. I've been trying to get a better handle on spies and had some questions regarding rigging elections. If you get a moment, I'd really appreciate your input.

      It's my understanding that (and correct me if I'm wrong):
      1) Election rigging time doesn't change as spies level up
      2) If your spy is in a city-state and there are no enemy spies, chance to rig is 100%
      3) If your spy is in a city-state with an enemy spy, the highest level spy always rigs the election

      1) Is the chance to rig an election a 50/50 toss up if there are 2 spies of equal level in the same city-state?
      2) What does Covert Action do? Does it only matter if there are 2 spies of equal rank in the same city?
      3) How much influence is gained for you and lost for them by rigging elections, is this value always the same, or does it change based on spy level/time/some other variable?
