Well #3 and Scotland aren't not similar. They are different enough though, I suppose. Not #2 though; too close to Persia's colors for a civ so geographically close to Persia on a TSL map.

I like the first one. The second one looks too much like Persia to me, and the third one I think looks too much like JFD's Scotland.

I have a bug with Rapa Nui and Events and Decisions. I went to activate the Huri-Moai event and it removed my 163 gold but it did not show a decrease in 2 magistrates until I closed and reopened the Enact Decisions menu, and the decision did not actually unlock. No barbs appeared on my moai and...

On the topic of too many cultural groups in Europe... I think the Northern group could be split into Celtic and Nordic groups. I think the two groups are distinct enough and with enough representation for each group to warrant a split. Just my 2¢.
