I'm in the midst of trying to complete victory at Immortal level with each victory type. I decided to go for a domination victory and picked Monty for the culture.

You need to slap him. Ransack his lands, kill some units, threaten his cities; then he'll give you peace. Alternatively bring over civs in on the war so he feels threatened.

The trouble with musketeers is that they're rapidly replaced by rifleman, meaning that they're only influential for a small part of the game. And they have no special abilities to retain and keep as upgraded units through the later parts of the game.
To my mind this rules them out of the Top...
I tend to prefer the Great Scientist Academy building approach. Especially if you've gone down the NC start route you can a big science boost from it. The only exception is if I'm going for a culture victory and want to rush Stonehenge.
You have three choices, as I see it:
1. Ally with a City State that has Iron
2. Buy Iron from a 3rd party Civ (most effective if you can acquire Iron with the first stages of your conquest)
3. Put off the war until you get gunpowder units.
Remember that being pals with a nation means you can constantly milk them for generous trade deals - keep selling those open borders and spare luxuries. Since their requests are fairly rare I think you end up considerably up on the bargain.
I like it. It's rare, and adds a little spice and a little extra reason to get those militaristic states. I have a feeling it only happens when another state gifts a CS the UU in the first place but I have no actual evidence for that.
