Did you even get CCM working?
Drop CCM-Betatest.rar and CCM2.zip to C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization III Complete\Conquests\Scenarios.
Unzip CCM2.zip to the root.
Unzip CCM-Betatest.rar to the root. Pull the one level deep directory to the root, and rename to CCM2. Finding your old post, I wonder if you didn't do this.
