    When to use tanks?

    Tanks are useful for attacking other units except for gunships and anit-tank. Not so much for attacking cities though. So normally I like to have a few tanks or modern armor that do nothing but clear the enemy territory of units. Leave the cities for mech infantry, artillery, and bombers.

    It takes time or money to build the courthouse. The only time I annex is when the city location is just so good/strategic that I have to be able to control production. The other benefit/reason to annex is if I need to purchase tiles.

    The nuke bomber can not be intercepted. Stealth bombers have an evasion bonus of 100. They are difficult to intercept and take less damage when they are intercepted. You just happened to hit upon the 2 examples where AA is ineffective.
