I had the same thing about 8000 times in my last game. I think if your very strong/strongest in the Game it does not give you the " leave or DOW" option unless there are general wars going on. If someone has a better reason I`d like to hear it.

I would say Yes, they have more hostility. You can lower their aggressive level, but I think that makes them less inclined to start Wars with other AI Civs. Also they are less inclinded to trade Techs, or sell them to you. There are also fewer Resources spread over the Map.

Interesting strategy, however that ruins your Rep ( DOW) and I believe that will cause big problems down the road when trying for any deals, like MPP`s or Alliances with other AI`s. Perhaps I`m missing something in what your saying ? Also in the very unlikly event your Allies actually do...
