    Probably not. I don't think you can halt the tech pace without getting to the point where you've all but won, and that doesn't sound like your intention. But a scenario like that sounds not only possible but a good idea if executed well.

    AFAIK this works all the time, and the second spot is beautiful. Personally I wouldn't move, since this is cheiftain level. But if you must, go north. So far as I can tell, you won't get any useless coast tiles, and you'll only have to irrigate 1 tile between the cow and the river.
