I think the only absolute must-have civ on this list in terms of historical importance is America, which I definitely think should be in every game. Arguably they're the only ones on this list who have a strong case at all.

Soul-breathing is correct, Hokkaido's GDP (PPP too it should be noted) is ~180 billion USD. Star is off by an order of magnitude.
Navajo - 0 (3-3) ELIMINATED I don't find them as compelling as the other two options.
Tibet - 6 (5+1) My favorite out of what remains, and the whims of a tyrannical state won't discourage me from saying so.
Vietnam - 7
Armenia - 11
Ashanti - 23
Bulgaria - 7
Burma - 19
Goths - 9
Hebrews - 24
Italy - 9 (8+1) As said before, this is a very culturally and geopolitically significant civ. Somebody else earlier said they like the Italian city states but Italy itself isn't that significant. I disagree, but moreover I...
Armenia - 18
Ashanti - 20
Berbers - 8 (I think the last person accidentally forgot to account for the previous person's vote here, so I'm simply correcting it)
Bulgaria - 14
Burma - 21
Colombia - 7 (10-3) I've already made my opinions on this civ clear.
Gaul - 16
Goths - 21
Hebrews - 22
Italy -...
Argentina - 7 (6+1) It's probably futile to give my vote to this one, but I think Argentina is probably the most worthy Hispanic post-colonial civ besides Mexico (not on this list), taking note of its cultural achievements, it being a notable regional power for much of its existence, it being at...
Argentina - 5
Armenia - 21
Ashanti - 20
Berbers - 20
Bulgaria - 18
Burma - 21
Colombia - 12
Gaul - 16 (15+1) Giving them a bump since they took a few hits. People have mentioned true start location as an issue but I don't agree it should be a prohibitive factor. Earth maps, as much as I like...
Argentina - 14
Armenia - 21
Ashanti - 20
Berbers - 20
Bulgaria - 15
Burma - 21
Gauls - 19 (18+1) A Celtic civilization would be really cool. Scotland is in but it doewn't really represent the era I'm thinking of, and Gauls are a better fit for that anyway.
Goths - 21
Gran Colombia - 11 (14-3)...
Assyria - 12+1=13 The Ancient Near East is full of neat civilizations and the Assyrians are some of the coolest.
Babylon - 9
Ethiopia - 21
Maya - 31
Morocco - 4-3=1 Once again, I just find it less interesting than the other civs here.
Portugal - 8
Assyria - 13
Babylon - 11
Byzantium - 3
Ethiopia - 19
Maya - 30+1=31 I've always found the pre-Columbian civilizations interesting, and this is one of the three staples of those.
Morocco - 15-3=12 Quite frankly just not interested in this one.
Portugal - 16
