Please read my post before responding. I am saying that I find no obtainable luxuries OUTSIDE of those one or two in the starting city. I am asking if that is intended, that a player should have room to build 7-8 cities and have no luxuries in that area.

I don't understand how bombing a renaissance city would be considered combat though. If the defender has nothing to shoot you with, I mean, all these guys had to attack me with were bows and arrows. A fighter wouldn't be flying low enough to be hit by those even if it could damage the aircraft.
Are cities always supposed to shoot at fighters regardless of their level of technology? I have had a couple experiences where I had flight and a civ didn't have even the right era for anti-aircraft and yet they damaged my fighters. Even a civ still in the renaissance shoots at aircraft.
