    Infantry before Riflemen

    The real fun part is that this means you can have units that you can't upgrade. All the melee units upgrade to Rifleman, which upgrade to Infantry. So you can get to the point where you can build new Infantry... but you can't upgrade your old units at all. Not a very good tech tree setup, for sure.

    This isn't really related to the heart of your issue, but the reason that the Civil Engineer's (CE) bonus shields aren't listed in this particular instance is that the CE doesn't give bonuses when building units. Try switching to a city improvement or a wonder; it should give a bonus for that.

    Almost all the Conquests that start with predetermined cities have a similar problem, although that particular one is by far the worse. You can get far more (techs or anything else) on the first turn of the game than on the second, because the AI hasn't had time to properly value everything...
