    When? When a rival civ has built a city near a resource you want/need. Culture bomb that city to capture it without going to war. :D

    Okay, I read through 4 pages and didn't see anybody mention this: building the Apostolic Palace has the advantage of 1) not having a whole bunch of Civs declaring war on you at once, and b) You being able to vote a bloc on nations to go to war against the infidel of your choosing!

    The logic behind resources bonuses

    When I make my own Civ IV maps, I usually place those resources in hills. Making maps gives you control over some of these things.
