3 further differences I found:
Ressorces aren't in a fixed order on a map. You can have for example two fishes in neigbourhood.
Try the Civ2 Unlimited Patch :)

50 * (citizens+1) / (citizens1 + 2*citizens2 + 3*citizens3 + citizens + 1)...
I don't understand some things:
Why CIV decides again about the cause for the city riot? Is not the value 7, 8 or 9 decisive for the choice?...
I already experienced such a subvertion in Civ 1 some years ago, an AI city subverted to my side. I was really surprised. Now I know, why the city...
