What does an archipelago map have to do with the diplomatic victory? This would make sense if he were asking "Why can't America execute a perfect amphibious assault with combined arms, and capture my capital before I launch the space ship?" But he's asking why the AI is sitting on sums of gold...

Turn off the time victory, and there's no turn cap. That said, I hope your system can play that many turns. Mine dies around 250 in dx11, and around 350 in dx9 anyways.

You don't get diplo hits from your puppet cities. You may have global unhappiness problems though.
