I absolutely love this investigation! Though I would be worries that the same bug that effects names for cycling through, also effects some other part of the game. For example if the code that cycles through cities calculating population growth, happiness rebellions and wltkd etc uses the same...
Out of interest have you considered scaling the duration? So for example the ancient era is 3x longer medieval 5x, until modern 15x. I never loved playing elongated games due to the ancient eras being fairly boring.

This is a really sad situation. I was looking through a "best of" list of PC games pre 1996 (more on that to come) and around 60% of them are no longer available. And these where games rated the most highly in 1996. GOG has shown there is a market for these classics.

Maybe you know the answer to this @rahorvat but what is misc.exe? It seems to have been in a few Microprose games, and in the Civ media the file date is `1989-06-05` which predates the rest of the files by a lot.
