That's "Beyond the Sword Unaltered Gameplay." In my opinion, it's the best mod released for Civ 4 ever. It gives all these extra features (which are ALL accessible under normal gameplay) and makes it much less time consuming to check, for instance, if an AI is preparing for war. It also makes the scoreboard nicer since everyone's religion is on one column so it's easier to compare religions, etc. Go to the Civ4 Customization forum, then "Project & Mod Development," then "BtS Unaltered Gameplay" and download the latest version (4 point something??).
