Actually I remember the same problem occurred with the Roosevelt and De Medicis pack. That was fixed with a patch so Firaxis will know how to fix it.

Yes the same problem exists with Nadar Shah of Persia. It only seems to occur on user made maps. The Firaxis Earthmaps all work fine. They also work fine on new maps. However if the map is saved and loaded in at a later date. The civs just disappear. I've even tried loading old maps as a new...
