Yes the same problem exists with Nadar Shah of Persia. It only seems to occur on user made maps. The Firaxis Earthmaps all work fine. They also work fine on new maps. However if the map is saved and loaded in at a later date. The civs just disappear.
I've even tried loading old maps as a new...

Finally hit the 2000 hours yesterday. I was stuck in the 1900s for quite a while. Corona lock down helped get the hours up. They are all genuine, no leaving the machine on with the game loaded. In fact, I probably have another few hundred hours offline, that were never counted.
