In some games I have played, I have not been able to choose a technology to research until about ten turns. Is there any pattern to why this happens, and if so, can anything done to eliminate such a handicap?

Actually, a spaceship with 33 Structural, 8 Fuel, 8 Propulsion, 1 Habitation, 1 Life Support, and 1 Solar Panel is the fastest spaceship, taking only 5.7 years, whereas the previously described spaceship will take 7.6 years. I tend to build the fastest possible spaceship.
