I guess you could have go submarines instead of bombers. They do huge damage to ships, but should be escorted as they are slower than destroyers and can be spotted by them. But an attack of 60 is string enough to damage battleships badly once they are in range.

So I didnt bother to check. but I noticed: the AI does 1:1 trades again. Before, no civ wanted to trade any luxury...

Maybe the playes military unit is out of view of the AI's military unit? If it cant see whats going on, why should it not get the worker?

I would go for: All mounted units get a combat panelty of 50% for fighting in rough terrain and they do not get a penelty for fighting in open terrain. Horses are not good in a forest. Nor are they good on high ground (just attack the horses legs). Horses are good when it comes to fast moovment...
