For culture victory you don't really need any advanced techs besides flight& computers, so why did you get so much science?
Or did it just happen since you had so many cities with nothing better to do?
A couple of tips:
1) wonders are quite often traps. There are a couple of better ones which are worth going for, but generally you should be building settlers, builders and campuses.
Without the dlc's the best ones imo are the pyramids and Colosseum.

I totally agree. The buff to EC isn't really big enough for me to build them, but it does help when you want to build one anyway (eg brazil, or one for the zoo/colloseum).

Seems not. Ironically theis may have made amenities less important, because ther's no benefit to going to +1 or +2. Get just enough amenities to stay at content, and then forget about them.
It seems that the best strategy now is to just keep all your cities at -1 or 0 amenities, and ignore the bonuses that happy or ecstatic can give. Also, when will the patch be released?

About the settings, the choice of quick speed is a bit strange, just because I have never seen anyone use it. Generally SP games use standard speed, and MP games use online speed.
Hanging gardens (10-3) 15% growth isn't much for small cities- In a 5 pop city with every citizen working a 3 food tile, there's a surplus of 3*5+2-2*5=7 food. So the +15% growth is just +1 food. For big cities, growth isn't important because there's not much point in growing above 10 pop...
