It would be nice if you could "take over" a resource/luxury by keeping a military unit on it for ten turns in a row and have the hex it's on also switch to your border color.
This way, you could do sort of a partial invasion without having to take a whole city.
Would someone please tell me what file to edit in order to grant anti-aircraft guns unlimited "defense attacks." Currently they only retaliate once per turn.

First, I don't understand why the bmptobic says the map has to be a square bmp (140x140, etc).
Anyway, I resized it but all that seems to get exported is: BMPToBIC Output.bic and World Builder doesn't open it.
