For the turn time test I loaded the game in the exam same spot and did the exam same thing each time - just fortifying all units and hitting Next Turn. I did a before OC and after OC. Used the Stopwatch app on my phone to time it.

If that doesn't work, I've read some issues with the newest Radeon HD4xxx/5xxx Catalyst drivers doing something weird where it undoes your overscan options if the screen resets itself (i.e. when you start up a full screen program like a game).
I ended up reverting back to an older driver myself...

Did you add the Civ5 as a shortcut on your desktop? Are you running the Steam version or the disc based?
For me this worked on the Steam version running Win7-64 and using DX9 mode.

Are you running in windowed mode or full screen?
I was having this same problem with DX11 (pre-Steam patches). It was running in windowed mode because for some reason DX11 would not start in full screen and as I got later in the game it was redrawing the map in every turn.

I might look into OC'ing, but I wonder if there are any realistic benchmarks to show a difference. Or I might just go with smaller maps, less AI.
My mobo is supposedly set up for OC'ing and I've read that my CPU is pretty decent for it, but I wonder...
That's what I was afraid of. I'm not a fan of OCing and I hate to buy another CPU just for one game. At this point if I buy another CPU, it would be in i7 land, but I don't want to buy a new board yet either.
I wonder if somewhere down the line they put out a patch that corrects this.

Playing Civ5 and my turns later in the game got to be 90 seconds and sometimes even more than two minutes as I get deeper in big games.
