i did.
I loaded civ3mod.bic (the unedited one straight after installing) then i saved it as "civ3modbac.bic" then i loaded civ3mod.bic up again, made my changes and saved that as "civ3mod.bic". So now i have 2 files which are
civ3mod.bic--the edited file
civ3modbac.bic--exactly the same as...
no, no files are missing i just re-installed the game (after having buggy custom units, the game started to have problems)
Its just that whenever i switch to this new government it gets that error. Still though, the AI can have the government without a problem.

how do i load up a pedia icon for it?
I tried using gramphos's civ 3 multi tool for the pedia editor and where it had the drop-down menu to load an image nothing happened, i couldnt click it.

It may be possible to could get all of muffin's warhammer Units and make a Warhammer 40k scenario, or make a mod. Like, after the Modern times era make a 40,000 era. That might be cool.
