    Sounds like you somehow turned debug mode on. go to "C:\users\(username)\Documents\MyGames\Sid Meier's Civilization 5" and open your config.ini find this section and make sure it is set to 0: ; Set to 1 to activate the debug panel DebugPanel = 0

    City States: What real use are they?

    city states definitely have their uses, but you don't have to use them. If your style is not to, then by all means don't use them. That's one of the great things about City states. Using them optional, but there are benefits to doing so.
