There may have been railroads there without you seeing them. Sometimes the map does not refresh correctly and you will not see recent changes to the terrain such as Irrigation, Roads, RR, etc. Usually simply scrolling the map a bit fixes this, but if may require saving and reloading to fix it.
I just got a new P4 2.53 GHz, 1 GB RAM computer and the game runs incredibly. It is every bit as fast as I remember civ2 being.

I would suggest at least doubled HP and possibly increased values for modern units if you are concerned about the killer spearman against tank anomaly.
If culture flipping is needed to stop blitzes then the game mechnanics are very poor indeed. Actually CF makes 1-turn blitzes more favorable. Unit balance should be such that blitzes would mean MASSIVE casualties, without CF being needed. However, CF does the opposite. Blitz and you wipe out...
Many people will get PTW because civ rules, not necessarily civ3. I strongly dislike what firaxis has done to civ, but I may still get PTW simply because I am addicted to civ in general :) and I still maintain a hope that firaxis may finally fix civ and turn it into a good game.
Right now I only plany on standard maps and the game runs... ok, though sometimes units can get "stuck" for several minutes. RAM is the key to speeding up the game I think.
On a standard map with a Celeron 366 mHz, 64 MB RAM, the AI turns take at most 20 seconds.
Of course there are, but it requires masses of units which creates the tedium of moving 100+ units around from city to city to garrison them all with 50 each. Of course you COULD hold the cities, but is it the most effective way? In MP, when it really matters and success > worries about...
