I can't confirm if this was in place from day one (I certainly used it after the first patch), but if you hover over the luxury resource in the 'reports/resource' screen (i.e. the green arrow below the source city), then a popup will show which cities that particular luxury is benefiting.
I liberated a captured city state of which I was originally the suzerain (Beunos Aires for the bonus), and can confirm in this instance that my envoys were returned back when liberated.
While I haven't experienced @Victoria 's issue (i.e researching required tech first, settling on luxury but then not receiving the amenity/trade), I can confirm that not researching the required tech for the luxury tile improvement before settling it will negate it as an amenity/tradeable item...

Well done on winning the game.
@Victoria 's and @weregamer 's suggestions as to why the barbarians were spawning seemed most likely here, and your disappearing units would suggest that you had run out of gold and were unable to maintain the upkeep per turn costs for them.
Here's a turn 1 save for Germany, where I've used map pins to mark a potential three city hub which contains three Hansa and three Commercial Hubs giving each other some very good adjacency bonuses.

Biffa seemed to be referring that a unit that has a promotion available (to be used as a method of healing during a future battle for example), then it won't accrue any futher XP during battles towards future promotions until that promotion is used up. Promotions don't need to be used...
Just been watching Biffa's latest playthrough (Germany) and he stated that if you don't use a unit promotion ( but save it as a method of healing later) then you stop earning XP until it is promoted!
